Dorset towns and parishes

he Government and councils are keen to point out that Unitary authorities are cheaper to run. Cheaper for who?
I heard yesterday that in Dorset there is already talk about amalgamating some towns and parishes. For example Sturminster Newton with a precept of 180 and Hinton St. Mary at 17 per year. What will be the outcome? Will the Hinton St Mary residents need deeper pockets?
