FOI Request - Training/ qualifications - Council Tax Officer

Dear Neath Port Talbot County Borough Council,

Please could you provide me with the following information.

1. What qualifications are required for a Council Tax Officer and a Senior Council Tax Officer?
Answer - The posts require a minimum of 5 GCSEs grade A to C and must include English and Maths

2. What forms of training are delivered to the above Staff and how often do they receive an update of training in knowledge?
Answer - Internal training is provided to all staff. Specific training courses are arranged when changes in legislation or policy or procedures are introduced.

3. Are any Legal qualifications required?
Answer - No

4. What are the qualifications and training levels of the most Senior Council Tax Officer and who are they line managed by?
Answer - The most Senior Council Tax Officer has qualifications in excess of the minimum requirement for the post. The educational qualifications of any members of staff of the Authority is the personal information of those members of staff, accordingly the Authority is not prepared to release such personal data of their staff in response to FOI requests without the consent of those officers which they have not provided. Accordingly, the Authority declines to release the educational qualifications of its staff in response to such requests and in doing so we are relying upon the exemption available to us under Section 40 of the FOI Act 2000 (i.e. disclosure of personal data would breach the Authority's obligations under the GDPR 2016).

The line manager for the Senior Council Tax Officer is the Head of Financial Services.

5. What qualifications and training does the said Line Manager hold? How often is this updated?
Answer - The Authority is not prepared to release personal data without the consent of the officer, which has not been provided and therefore under Section 40 of the FOI Act 2000 we are not prepared to release that officers specific qualifications for the reason set out in 4 above.

provided a response as follows:



1. What qualifications are required for a Council Tax Officer and a Senior
Council Tax Officer?

Revenues Assistant (Essential: 5 GCSE’s / O levels grade A to C including
English and Mathematics or equivalent Desirable: IRRV Technician and 2 A
Levels grade A to C or equivalent).

Senior Revenues Assistant (Essential: 5 GCSE’s / O levels grade A to C
including English and Mathematics or equivalent – Desirable: Professional
Revenues related qualification at Technician level and 2 A Levels grade A
to C or equivalent).



2. What forms of training are delivered to the above Staff and how often
do they receive an update of training in knowledge?

Training is delivered depending on the experience/knowledge of the person
appointed. The forms of training delivered includes on-line courses,
classroom based training, on the job training and relevant external
training. Training in knowledge is an on-going process and is provided
constantly throughout the year to all staff in line with the forms of
training indicated. In addition appraisals are completed annually with
learning plans identified and implemented throughout the year.



3. Are any Legal qualifications required?

No



4. What are the qualifications and training levels of the most Senior
Council Tax Officer and who are they line managed by?

Essential: Professional financial qualification in Finance/Revenues
Service with 2 years post qualification experience at a management level
and able to demonstrate a track record of relevant achievement. Their Line
Manager is the Operational Manager of Exchequer Services.



5. What qualifications and training does the said Line Manager hold? How
often is this updated?

Essential: Professional financial qualification in Finance/Revenues
Service with 5 years post qualification experience at a management level
and able to demonstrate a track record of relevant achievement. Continuous
Professional Development is ongoing throughout each year.

There is no job title of Council Tax Officer or Senior Council Tax Officer
within the Authority.



All officers in the Council Tax Service are expected to have a detailed
knowledge and understanding of the procedures and regulations. It is also
desirable for more Senior Officers to be in possession of or studying
towards a recognised professional qualification.



2. What forms of training are delivered to the above Staff and how often
do they receive an update of training in knowledge?



No recorded information held.



3. Are any Legal qualifications required?



No



4. What are the qualifications and training levels of the most Senior
Council Tax Officer and who are they line managed by?



Unfortunately, we are unable to provide the qualifications and training of
individual members of staff. We believe that such information is exempt
under Section 40 (personal information) of the Freedom of Information Act
2000 (“the Act”), as the information constitutes third party personal
data. Section 40(2) provides that personal data about third parties is
exempt information if one of the conditions set out in Section 40(3A),
(3B) or (4A) is satisfied. Under the Act disclosure of this information
would breach the fair processing principle contained in the Data
Protection Act (DPA) 2018, where it would be unfair to that person.



Accordingly, in accordance with Section 17 of the Act this e-mail acts as
a Refusal Notice.



In refusing this request we have considered the Public Interest Test and
have therefore balanced such issues as the Authority's desire to be open
and transparent in all its dealings against the need to ensure that the
personal data of individuals is not made public.



The most senior Council Tax Officer would report to the Head of Service.
